There is currently no means of lowering the face shielding. The blue Riot helmet can be found in police stations and the yellow ones in the Quarry or other work places, but there is currently no specific place for the red one which makes it the rarest of the three. -"Doctor Fireman" from the EU servers is giving away cars to any player who brings him a red riot helmet!
